I have actually asked this question myself and the general belief is that the Wings can put Homer on LTIR at any point retroactive to the date he was hurt. When Stuart comes back, they can put Homer on LTIR retroactive to whenever and keep the space needed. There's no point in him going on LTIR right this second, it can happen whenever necessary.
