Yup. Look at the top section under construction (top, as in highest elevation, top left section of the linked picture). It matches the ridge at the top of the Joe as we know it today.

I don't see why not.
The steel is mostly on the outside, and if necessary steel columns can be moved and replaced if the concourse needs to be larger, wider, etc.
Just like you see when they renovate bridges, they can keep it standing while removing key components to the structure.
