It looks like bicep to head to me. The elbow was up but it was not the principle point of contact. I hate game misconducts on debatable hits. Let the player stay in the game, and the league can give a suspension. The hit occurred so quickly that I don't think the ref can accurately determine the point of contact.

Exactly. Do you think the Todd was trying to turn to avoid the elbow contact? IMHO the armpit is less dangerous than shoulder or elbow due to no armor there.
