Garrison wanted to go to Vancouver. He took a discount; other teams offered him more money. It's unlikely that the Wings would have been able to land him, short of offering him a deal he couldn't reasonably refuse.
Which would have been a mistake because he could be a one hit wonder.

What was the reason Florida couldn't retain him? Money? Well if that is the case they signed old man Kuba (36) to 4 million per year. Garrison is only 27 and got .6 million more. Seems like an odd choice. Granted he could be a "one hit wonder" but what does Florida have to lose?
He turned down a larger offer from Florida because he wanted to play in Vancouver.
