There'll never be enough camera angles to effectively review every goal... so the question I would have is what happens if they genuinely can't tell? Do they still take a 2:00 penalty? That's the downside to hockey in comparison to other sports like football, there's so much going on in front of the goal that sometimes the cameras just can't see it.
