Technically, it's not a loophole. If you don't sign your 1st round pick and he becomes a UFA or re-enters the draft, the team gets a compensatory pick. Phoenix got one this past draft for losing Blake Wheeler. Rangers are just making sure that they get the compensatory pick for losing a 1st rounder. Probably a little soon to be doing that, but nonetheless, they're covering their asses. By the way, the compensation for losing a first rounder is a draft pick 30 picks lower than the spot at which the unsigned player was drafted. Rangers would get a 2nd round pick.
