Has to sign what? The offer sheet? The offer sheet isn't an offer sheet until it's signed.

Some people seem to have the wrong impression on how an offer sheet is signed. It's not, "Hello, here's a five-year, $20-million offer sheet, are you gonna sign it or not?" They can negotiate, just like if Filppula were unrestricted. It's not really an offer sheet until he signs it.
