It has to be submitted to the league before the deadline....nothing more. All trades are pending league approval and that takes time when a bunch of them come in all at once.

I'm no uber-pissed about not getting Fedorov, but Washington certainly didn't break the bank to get him. Either they didn't want to play with a divisional foe or Kenny has something else in mind.
