Yeah, it's part of the new CBA. If a player is out for an extended amount of time, you may sign/trade for a player of equal or less value than the injured player. Not sure on the amount of time the player must be injured for this to come into effect. I'm also not sure about if a guy like Lids got hurt if you could replace him with like 2 or 3 guys.

Sure we still pay him, but he wont count against our cap as long as hes hurt. We can sign a player for the value of Fischers contract or less.

He'll be out for the season. Theres unconfirmed rumors that he had surgery on his heart and theres about a 15 percent chacne of him playing hockey ever again, let alone this season. I think since the Wings will be able to use Fischer's 1.3 million towards someone else, Salei, White, and Witt are possibilities.
