Helm is and will always be a speedy, versatile 3rd liner and Svech projects to me to be another middle 6 forward (think Abby). Neither of them are scorers. Yes. Hossa would still get paid his salary. What matters to a budget team is where the salary is coming from, and whether or not the player involved can be put on LTIR. If Hossa cannot be put on LTIR, then the TEAM is on the hook for his salary. $1 million is less than 5+, but if you are a budget team, is it better to spend a mil on a guy for the next 3 years who can't play, or just spend the 5 mil and actually get something back? The reason a team might want a contract like Pronger's for example, is because if the player goes onto LTIR, I believe that the player's salary is paid by INSURANCE, not the team. So the team is getting the cap hit without spending any actual money. That is how I understand it anyway, please feel free to correct me if I am wrong anyone.
