Wings fans denied access to Pittsburgh game?

I know this doesn't matter much since Ticketmaster is already sold out, but I'm wondering everyones opinion on this "policy"

Mellon Arena is located in Pittsburgh, PA. Sales to this event will be restricted to residents of PA, OH, WV, MD, NY, NJ, DE, VA and the District of Columbia. Residency will be based on credit card billing address. Orders by residents outside of PA, OH, WV, MD, NY, NJ, DE, VA and the District of Columbia will be canceled without notice and refunds given.

Thats a joke! What if you were a penguins fan from any state or province not listed, thats not right it will just promote scalping for out of town residents. Not only that but it makes for unfair supply and demand that will affect the ticket prices for scalpers. Wrong Wrong Wrong!

After seeing something like this if I was in wings management I would conclude my business with ticket master and do something like the Buffalo Sabres do and sell them on my own! Not only that but this is bad business for the NHL a league that wants to increase its popularity not piss off fans geeesh!
