Howard can be moved. Hell, he could be waived if Holland wanted, but that would be dumb right now. He was trying to move him over the summer, but no one wanted him. Now since he's had a great season so far, his trade value is going up. Hopefully something comes up eventually. Few teams are looking right now. If not, there's always the expansion draft. Howard has a M-NTC, which means he can be traded, but he can provide a list of a certain amount of teams he is willing to go to (I think it's 10). He can also be waived and his contract can be bought out.
