No I think the rule is last 5 minutes of the 3rd and after the end of that period. At the end of the 2nd or 1st is just a misconduct. Not certain though, too many dumb rules anyways. Would've been good to get Commodore off the ice for 10 minutes in the 3rd if that were the case, honestly even just 5 would've been good.
