Because it's preseason and mistakes happen. Considering Carle was ktfo it was pretty clearly a hit to the head. The question remains whether it was an elbow or shoulder. Since there is no tv coverage there is no replay. No penalty on the play so it was probably shoulder or a very subtle elbow.
