They do. And no it wouldn't. Conspiracy theories persist because half the believers are suspicious of things they don't understand and the other half think it's entertaining to perpetuate a lie. These steps include:

-Recording and releasing video of the drawing

-Allowing the press unfettered access to report on the entire process.

There was not 20 witnesses in that room. Watch the video. There was 2 team reps, and one of was like somones brother who didnt even actually work for the team, and 3 reporters. Other than that it was Gary and his few lil ball pullers. If theyre claiming 20 they are lying. Which begs the question what else are they lying about in this process?

And at the end Gary instructs them all not to leave the room or communicate the results until they have been broadcasted. Yet Kevin Weekes knew and revealed the results b4 the card was even pulled. Weekes was not present during the lottery process. So is their leaker in the trusted room? Or was the whole lottery process just an act?

The NHL had the 2nd largest market in North America represented as the team with the highest odds to get Bedard, Anaheim. If the lottery was rigged, I would suspect that the league would ENSURE Bedard goes there, for obvious reasons.

The fact that the lottery winner went to Chicago, still despised for their sexual abuse scandal, almost proves the opposite...that the lottery isn't rigged. It would have made way more sense to keep them at 3rd, or even have them drop because of it.

Chicago winning does not benefit the NHL at all. If anything, it gives the league a black eye. And why would you rig the lottery to do that?

The FACT that this is not LIVE and the list of combos is NOT available is enough for me to say you're just WRONG.  This s*** sucks really bad.  Would you buy a lotto scratcher if you knew someone had scratched off the foil of 14 of them and seen all the numbers already, and then said they'd read one of them to you one box at a time?  What if you and your sibling bought one each and you didnt get to scratch them and your dad scatched them himself without you getting to see.  And then read the first one to you "Play Station - Play Station - Lunch Box.  Sorry Son."  And then read it to your brother "Play Station - Play Station - Play Station!!!"  I'm sure you wouldnt be suspicious at all.  My ass.

I find it interesting the Pistons with the one of the worst records dropped to 5 this year. I think its a full blown multiple league conspiracy to keep the Motor City down. If Detroit is boasting champions the country cant make fun of the city

To understand why the league would do this you have to understand the difference between Chicago and Detroit. They are the inverse of one another.

Detroit is a small market compared to Chicago. Less than half the metro residents. But despite this, Detroit has one of the largest fanbases in the entire league. Even during the blashill years Detroit fans outnumbered most. Check reddit or HF boards if you need proof of that. Go to a Wings game in the defending champs arena in Denver, it will be half wings fans. 

Chicago doesnt enjoy this luxury. They might be an original 6 team, but theyre not a hockey town. Hawks fans are fickle. From 2005 to 2010 (the lead up to their dynasty) they doubled their revenue from their fans jumping on the bandwagon. All of the sudden they became a juggernaut earner for the NHL. And when youre the 3rd largest city in the USA you need to be a juggernaut earner. The Wings revenue doesnt fluctuate like this. Ours goes up everyyear no matter what. This is why the NHL has done 300 outdoor games in Chicago since theyve come up. They want to develop that market and create a huge loyal wingsesque fan base there. 

But uh oh. Bowman botched keeping that cup team going. They protected kid diddlers. Beloved coach Q not only got fired but got blacklisted from the league. Golden boy Toews fell from stardom and got released. Golden boy 2, Kane, now wont retire as a Hawk as well. A true fall from grace. As much as Holland screwed us, we at least got to go down fighting with our dignity.

Gary needed Bedard in Chicago to keep those fans interested and that money market humming. And what better way to do it than to get Bedard there through a totally not rigged method based on "luck". Be mad about the child touchers getting bedard all u want NHL fans. We couldnt help it... its outside of our control...

Folks have suspected the lottery is rigged for years, and this years shenanigans just about proved it. If you wanna be dumb and bury ur head in the sand then by all means go ahead and continue to embarrass yourself.
